THIS IS A SPECIAL NOTICE (SN) ONLY -This Special Notice is to advise interested members of the Aviation & Missile Technology Consortium (AMTC), as well as other interested members within the U.S. technology base, that a RWP may be issued by Advanced Technology International (ATI) for the AMTC. The AMTC, comprised of the National Armaments Consortium (NAC) and the Vertical Lift Consortium (VLC), has partnered with the U.S. Army Combat Capabilities Development Command’s (DEVCOM’s) Aviation and Missile Command (AMCOM) and the Army Contracting Command-Redstone Arsenal (ACC-RSA) to develop innovative aviation and missile technologies that rapidly and affordably enhance warfighter lethality, survivability, and combat effectiveness. Members from either the NAC or VLC can respond to any future RWPs or solicitations, and the solicitations offer NAC and VLC members the opportunity to propose prototype technologies to the technology requirements in each solicitation’s sub-objective area.
Please note that any projects awarded in response to the RWP (solicitation) will include the following statement relative to the potential for follow-on production:
"In accordance with 10.U.S.C. 2371b(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA may result in the award of a follow-on production contract or transaction without the use of competitive procedures."
The Government is seeking Enhanced Whitepapers under the AMTC RWP in accordance with the AMTC-19-11 Objective Requirements Document (ORD).
Interested parties can be directed to https://www.amtcenterprise.org to obtain information regarding this RWP. Interested parties are required to be members of the Aviation and Missile Technology Consortium (AMTC) in order to respond to the solicitation. Interested parties who are not members and interested in becoming members should contact amtc@ati.org. Only members of the AMTC can respond to the solicitation.
Solicitations are not available currently. Requests for a solicitation will not receive a response. This Special Notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information, nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
This Special Notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP)/Request for Enhanced White Paper RWP or a promise to issue an RFQ, IFB, RFP, or RWP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government will not accept unsolicited proposals in response to this Special Notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.
