Bid Attributes
1 RFQ Terms and Conditions
1. REQUEST FOR QUALIFICATION SUBMISSION ADDRESS AND DEADLINE. A completed Request for
Qualification response (“Response”) must be sealed and will be received in the AR Bid Ionwave Portal by the
submission deadline (closing time and date) as stated on the cover page. Responses received after the closing
time and date will be returned to sender unopened. LRCVB is not responsible for lateness or non-delivery of mail,
carrier, etc. to LRCVB, and the time and date recorded in the Purchasing Office shall be the official time of receipt.
If fees, prices, or rates are included in a Response, it will be disqualified and not considered.
2. SIGNATURES: All Responses are required to be signed by an authorized representative of the submitting
person or entity on Attachment I. Responses received unsigned will be disqualified and not considered.
3. ALTERING RESPONSES: Responses cannot be altered, amended or withdrawn after the submission deadline.
4. MODIFICATIONS AND AMENDMENTS: LRCVB shall have the right to modify the specifications prior to the
submission deadline and will endeavor to notify all potential Responders that have received a copy of the
specifications, but failure to notify shall impose no obligation or liability to LRCVB. In order to be notified of any
modifications or amendments, you must immediately notify our purchasing team at purchasing@littlerock.com. You
may also visit our website at http://www.littlerock.com/about/documents to check for updates.
5. WITHDRAWAL OR REJECTION: LRCVB reserves the right to withdraw the Request for Qualifications for any
reason. LRCVB further reserves the right to accept or reject part or all of any Responses received.
6. INCURRING COSTS: LRCVB is not liable for any cost or expenses incurred by the Responder or any other
person or entity in the preparation of their Response (including, without limitation, for attendance at any
conferences or meetings related to this Request for Qualifications.)
7. DISCLOSURE OF RESPONSE CONTENTS: Responses received by LRCVB are not confidential and could be
subject to the Arkansas Freedom of Information Act (FOIA). All material submitted becomes the property of
LRCVB.
8. RESPONSE FORM TO BE USED: The proposals must be submitted in the format specified in the Response
Format section.
9. RELATIONSHIPS: Responder must disclose in its Response any relationship to any LRCVB employee or A&P
Commissioner whether it is ownership, business relationship, family, etc. on Attachment I. LRCVB must have
adequate information from the Response to determine if any potential conflict may exist.

2 About Us
The Little Rock Convention & Visitors Bureau (LRCVB), governed by the Little Rock Advertising and Promotion
Commission, is the official destination marketing organization (DMO) for the City of Little Rock, charged with
marketing and selling the City as a meeting, sports, and leisure travel destination. LRCVB promotes a strong visitor
economy. Little Rock, the largest city within Pulaski County and the state of Arkansas, represents almost 25% of the
State's total visitor spending.
The LRCVB also manages the Statehouse Convention Center, Robinson Center, various River Market event
facilities, multiple parking garages, and the lighting of the downtown bridges.
LRCVB is funded by the dedicated Advertising and Promotion Lodging and Prepared Food Tax (A&P Tax), which is
collected by LRCVB Staff, facility rental revenue, and a few other ancillary sources.

3 Specifications
LRCVB seeks an experienced engineering firm to provide the following services related to the refurbishment of the
Clinton and Junction Bridges in downtown Little Rock.
Scope of Services
LRCVB proposes to use the services of an engineering firm on the bridge lighting project to include, but not limited
to the following:
Preparation of concept designs and renderings as requested
Preparation of construction documents including any/all drawings, specifications and details necessary for
contract purposes
Preparation of construction cost estimates
Assistance, as needed, in the bid process and determining scope of work
Review of construction documents, shop drawings, general contractor or sub-contractor submittals, change
orders, and/or RFIs
Provide construction-monitoring services
Attendance at regularly scheduled owners, engineer, contractors meeting will be required
Attend Little Rock Advertising & Promotion Commission meetings as requested
LRCVB expects a senior level point of contact that will be the primary point of contact and responsible for the
approval and review of services performed for LRCVB. The execution of tasks may be delegated, but LRCVB
expects senior level oversight of most tasks prior to completion. The total construction costs are currently estimated
to be $2.1 million.
All engineers shall hold individual licenses in the State of Arkansas, and all engineering firms shall hold valid
Certificate of Authorization (COA) issued by the Arkansas Board of Professional Engineers and Professional
surveyors throughout the term of the engagement.
The selected firm shall maintain proper records and files, which would revert to LRCVB when the contract is
terminated. The selected firm shall provide its own clerical, professional, and support staff.

4 Evaluation and Scoring
Interested individuals or firms shall provide a written proposal that will include a description of the firm as well as a
short biography of all personnel that will have direct involvement on the account and the approach the firm will take
to address the Scope of Services. Once proposals are reviewed, firms will be scored according to the scoring rubric
provided below.
All documents that the firm prepares as a part of this service agreement will be the property of LRCVB and subject
to all open disclosure laws including the Arkansas Freedom of Information ACT (FOIA).
Experience and Qualifications (35%)
The Proposals will show recent, relevant experience of the firm, with relation to the work in the Scope of Services
and on similar contracts. Responder should give specifics to prove successful performance of those services and
the firm's understanding of the requirements. List individuals that will be used on the engagement. This includes
use of sub-contractors, as well, if applicable.
Approach & Process (40%)
Outline the approach that Responder will take with regards to how the Scope of Services will be attained, including
items such as planning , strategizing, and overall implementation will take place. Sample reports, sample graphs,
and other visual documentation, if applicable within the Scope of Services, should be included.
References (25%)
List of three (3) current or recent references of similar work, within the last three (3) years should be included.
Include the name, telephone number, and address of a contact person who may be contacted for verification of all
data submitted. Include service dates as well as a brief summary of the services provided and results achieved.
LRCVB may elect to conduct interviews for all firms scoring over 80% in their evaluation score. If interviews are
conducted, each committee member will rank the interviewees based on their presentations. Previous scoring from
the submitted proposals will not factor into the interview scores. The Responder scoring the highest on the
interviews will be presented to the Little Rock Advertising and Promotion Commission as the selected Responder for
approval.
Once a Responder is selected, LRCVB will meet with the successful Responder to determine the specifics of the
engagement including scope of services, billing rates, budget, etc, and will execute an agreement engaging the
successful Responder. If an agreement cannot be reached with the highest-ranking firm, the Commission will
undergo negotiations with the next highest-ranking firm until an agreement can be reached.
