New Castle County is seeking sealed bids for 25A-018 – GASOLINE.

Interested parties are asked to submit proposals to New Castle County, Procurement Division,

New Castle County Government Center, 87 Reads Way, New Castle, DE 19720, stating their

interest and qualifications. Proposals must be received by 2pm on Wednesday, May 8, 2024

and must include one (1) printed hard copy and one (1) USB drive containing an electronic

version of the proposal within a sealed envelope. The electronic submission will be considered

the original, and must replicate the printed hard copy, with all appropriate signed

documents. If there are any discrepancies between the two submissions, the original

(electronic) submission is considered the official version for purposes of evaluation. The hard

copy is only reviewed if the electronic version cannot be viewed due to a technical issue.

Delivery Method for Bid Submission Options:

- You can mail your bid submission to 87 Reads Way, New Castle, Delaware. However, it is

recommended to use a carrier that can guarantee delivery and provide tracking

information, so your bid submission packet arrives at the deadline date and time.

- You can deliver your bid submission packet in person prior to the Bid Opening to the

Government Center, located at 87 Reads Way, New Castle, DE 19720 between the hours of

8 a.m. and 3:30 p.m.

You can go inside the building to the lobby area and do either of the following:

1) call a member of Administrative Services at 302-395-5965 from the Lobby

Phone or your cell phone, and have a Procurement representative meet you in the lobby and

accept your bid packet and provide a receipt, or

2) you can ask the Receptionist to contact Procurement.

Please remember on the bid opening date, your bid submission must be turned in no later than

2:00 p.m. on Wednesday, May 8, 2024 to be accepted and you are welcome to attend the bid

opening meeting at that time.

INSTRUCTIONS FOR BID SUBMISSION

➢ Sealed envelopes must clearly display 25A-018 - GASOLINE in the lower left quadrant on

the front.

➢ Facsimile transmissions of bids are unacceptable and will be rejected without any notice

to the bidding vendor.

➢ Bidders are responsible to retrieve the bid specifications and all addendums from the

New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.

➢ Bidders must complete and submit with their proposal both the Non-Collusion

Statement/Signature Page and the Authorized Representative Procurement Affidavit

which are located as the final pages of the bid specifications. Failure to sign and return

these documents could result in your bid submission being rejected.

Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof

satisfactory to the County or its designated representative that the bidder and every

subcontractor possesses valid and effective licenses required by the United States, State of

Delaware, County and any applicable political subdivision in which the project is located to do

business within each such jurisdiction and to perform the labor and/or supply the materials

involved in the performance of the contract. No contract will be executed prior to the

submission of such proof and the acceptance thereof by the County or its designated

representative.

Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,

Title 29, and the New Castle County Code.

SUMMARY OF PURCHASING REQUEST

SCOPE OF WORK | SPECIFICATIONS

New Castle County – Public Works is seeking sealed bids for Gasoline.

The contractor will, upon request of the Purchasing Division, furnish a certificate listing the

average test results on the material they propose to supply according to ASTM standard tests,

and will also give the average BTU per pound.

This bid will include delivery to all present locations and any new locations that will be

established by the various agencies.

The above gasoline will meet the Federal, State of Delaware, and Environmental Control

Regulations concerning gas.

All items bid will meet or exceed Federal and/or State Regulations with reference to air and

water pollution regulations for the length of the contract. Vendor will provide gasoline to new

locations as the need arises.

REQUIREMENTS

DELIVERY

New Castle County will call for gasoline as needed. Delivery shall be made within 36 hours of

notification by New Castle County, and will be delivered between the hours of 7 a.m. and p.m.,

Monday through Friday, and in the presence of an authorized New Castle County employee. In

emergency cases, delivery shall be made within 24 hours of receipt of order. Successful bidder

will supply a toll-free number where such orders may be placed. Should any items delivered

prove to be below the specified standards, the successful bidder will remove such items,

replace them with the specified items, and bear the cost of all tests.

Successful bidder will remove condensate and other foreign heavy material from the tanks as

required at no additional cost.

When there is more than one tank at a delivery location, the product is to be divided equally

among the tanks at that location.

ITEM 1

Regular No-Lead Gasoline

QUANTITY

New Castle County makes no guarantee as to the total number of gallons of gasoline to be

purchased under this contract. However, for informational purposes, New Castle County

purchased on average 12,000 to 13,500 gallons per week under the current contract.

LOCATIONS

A. Public Works Department

1) Fleet Division, 100 Churchmans Road – Two 12,000 gallon tanks (87 Octane Fuel).

B. Public Works - Parks:

Parks all have one 1,000 gallon dual purpose tank, 500 gallon capacity for gasoline only,

(89 Octane Fuel)

2) *Banning Park, 102 Middleboro Road, Wilmington, DE – On-call delivery.

3) *Iron Hill Park, 1500 Whitaker Rd, Newark, DE - On-call delivery.

4) *Delcastle Maintenance Bldg., 2920 Duncan Rd, Wilmington, DE –

On-call delivery.

5) *Brandywine Springs Park, 3300 Faulkland Rd, Wilmington, DE – On call delivery.

6) *Glasgow Park, 2289 Pulaski Hwy., Newark, DE – On call delivery.

MEASUREMENT

Gasoline will be measured and paid for in U. S. Standard Gallons at 60 degrees Fahrenheit.

Should any questions arise with respect to volumes delivered, the questions will be resolved in

accordance with the following ASTM specifications:

INVOICES

Vendor will invoice within five (5) days of delivery for each location. Location and

purchase order number will be shown on each invoice. Invoices are to be sent to the Accounts

Payable Division, 87 Read’s Way, New Castle, DE 19720,(accountspayable@newcastlede.gov)

with a legible copy to the department placing the order.

FORM OF PROPOSAL

On the attached pricing page, vendors shall provide a mark up or discount to the oil price

information service (OPIS) Wilmington Harbor unbranded rack average on a daily basis, a copy

of which shall be included with your submission. Vendors shall be required to use current OPIS

daily Report for each billing and attach a respective copy to each invoice. Mark-up or discount

will be constant and firm throughout the life of the contract.

TAXES

The price quoted on each item will be without Federal or State Excise Taxes. Tax exemption

certificates will be signed for the successful bidder.

NO SUBSTITUTIONS

Pursuant to New Castle County Code, Section 2.05.502A11b., New Castle County has the right

to specify a particular brand to match existing inventory. Therefore, no substitutions will be
