1.0 GENERAL INFORMATION
1.1 PURPOSE OF REQUEST FOR PROPOSAL (RFP)
The South Dakota Unified Judicial System (UJS) seeks qualified nonprofit entities, located within the State of South Dakota, to provide indigent adults
with extended residential alternative care programming designed to reduce their risk of recidivism. The UJS seeks to award a grant (or grants) totaling
$333,334 to such a care provider (or providers) for room and board costs for indigent South Dakota residents who qualify for the programming, with a
maximum award of thirty dollars per day, per program participant. Any grant award shall be distributed in quarterly installments upon submission of a
detailed invoice. As a condition of receiving grant funds, the care provider (or providers) shall prepare a report containing information on the results and
outcomes of their respective program participants, including: completion rates, termination rates, graduation rates, and recidivism data for the particular
term of service. Those reports must be prepared by the care provider (or providers) and submitted to the UJS no later than November 11, 2025. The
successful care provider (or providers) will review all requirements of the RFP, and submit a proposal (or proposals) by the indicated deadline. Additional

1.2 ISSUING OFFICE AND RFP REFERENCE NUMBER
The UJS is the issuing office for this document and all subsequent addenda relating to it. The reference number for the transaction is RFP#
24RFP10857. This number must be referred to on all proposals, correspondence, and documentation relating to the RFP.

1.4 SUBMITTING YOUR PROPOSAL
All proposals must be completed and received in the UJS State Court Administrators Office by June 1, 2024 at 5:00 PM CDT
Proposals received after the deadline will be late and ineligible for consideration.
An original and three (3) identical copies of the proposal shall be submitted by email to Lori.Grode@ujs.state.sd.us.
All proposals must be signed, in ink, by an officer of the responder, legally authorized to bind the responder to the proposal, and sealed in the form

intended by the respondent. Proposals that are not properly signed may be rejected. The sealed envelope should be marked with the appropriate RFP
Number and Title. Proposals should be addressed and labeled as follows:
