Description

This Synopsis/Pre-Solicitation Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this Synopsis/Pre-Solicitation should be submitted in writing to the Point of Contact(s) indicated below. Construction Project:



The magnitude of construction is estimated to be between $10,000,000 to $25,000,000. The resulting contract will be firm-fixed-price.



This project will replace the excitation system with modern digital static excitation, including simultaneous reactive differential compensation (RDC) and line drop compensation (LDC) capabilities. The contractor’s design responsibility includes interfacing to existing equipment and modifying existing cabinets as required. The new excitation systems shall include automatic voltage regulators (AVRs), power system stabilizers (PSSs), power potential transformers (PPTs), and all other ancillary equipment required to make up a complete excitation system.



The work covered by this requirement will include the major activities listed below.




  • Remove old excitation systems and repair flooring.

  • Install new digital static excitation systems with RDC and LDC capability.

  • Install cable and conduit for AC connections between generator leads and the PPT.

  • Install DC bus (with a small DC cable section to collector rings) between exciter and generator.

    • Replace the power cables to the field flashing circuits with new as required for the new excitation system.

    • Replace existing exciter metering devices, control switches, associated wiring, indicating lights, and annunciations at the S-Boards located at the generator floor.

    • Replace cables up to control room terminal blocks. Government will make cables/wiring connections from the terminal blocks to the switches. Replace control room switches, lights, and annunciation windows.

    • Replace Medium Voltage Current Limiting Fuses (CLFs).

    • Install new field ground relay SEL 2664 in exciter cabinet. Remove the existing SEL 2664 relay module in the generator housing and return to the Government.



  • Replace collector ring brushes and brush holder springs.

  • Replace shaft grounding brushes.

  • Refurbish collector rings and the existing collector ring spare set with options to replace.

  • Commissioning and Model validation testing.
