The U.S. Army Corps of Engineers Louisville District (USACE) intends to negotiate a noncompetitive contract under the authority of FAR 6.302-1(a)(2)(iii) for an upcoming requirement for the Construction of an Army Reserve Center in Bell, CA. USACE intends to award the contract for the next phase of the design, a Concept Level or 35% design, to Michael Baker, International (MBI), the Architect/Engineering firm that was awarded a task order to complete the Design Charette phase.
The USACE Louisville District has been requested to take the Design Charrette documents for the Army Reserve Center in Bell, CA project and proceed to a Concept Level (or 35%) Design in order for a Cost Schedule Risk Analysis (CSRA) to be conducted. The work to be completed includes a site demolition plan, site layout plan, site drainage plan, a survey of existing utilities, conceptual paving plan, conceptual landscaping plan, floor plans, furniture plans, building elevations, and roof plan. Due to MBI’s completion of the design to the Charette phase and their intimate working knowledge of the project, MBI is considered the best company to complete the next design phase. MBI can deliver the desired expertise without substantial duplication of costs to the Government that are not expected to be recovered through competition.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement and such determination is solely within the discretion of the Government.**
